SA Omanäolise Kooli Arenduskeskus (leading partner)

For more than two decades, SA Omanäolise Kooli Arenduskeskus (OKA) has been training teachers in communication, psychology, new approaches to teaching and learning, etc. In addition, OKA has provided training on Restorative Justice for police officers from the Estonian Police and Border Guard Board. The organisation´s mission is to lead positive educational transformation by supporting specialists in the field and finding innovative ways to support young people in reaching their full potential in a safe and inspiring environment.

In addition to other projects, OKA developed and launched the STEP programme, inspired by the High:five model that continues to be utilised in Denmark. Since 2015, the STEP programme has assisted young offenders aged 16-29 to get into employment or education.

High:five Fonden

High:five Fonden was founded by the National Network of Company Leaders in Denmark in 2006. The organisation aims to help former offenders into employment or education, strengthen the social responsibility of companies, change attitudes towards criminal records, and establish interdisciplinary partnerships. Every year, more than 600 young people between the ages of 15 and 30 turn to High:five.

The activities are funded by the Danish government, and they currently have 21 employees from different professional backgrounds (unions, businesses, municipalities, police, etc.). High:five focuses on public-private cooperation and individual job or education matches. The goal is to establish coherence between the young person’s wishes and skills and the work environment offered by the potential employer, thereby making the young person wish to remain at the workplace.

Objectives and Activities:

The project’s primary aim is to enhance the competitiveness of individuals aged 15-30 with a criminal record or behavioural issues in the labour market, support their employment retention, and reduce the likelihood of reoffending. The project is structured around three sub-objectives, each corresponding to specific key activities.

SUB-OBJECTIVE 1:

A counselling methodology for specialists working with young people aged 15-30 with a history of offending or inappropriate behaviour. This methodology primarily focuses on developing social skills and motivation among these young individuals to improve their employability and support their retention in the workforce.

SUB-OBJECTIVE 2:

An effective employer engagement strategy, including a mentoring programme. This strategy aims to engage employers in social programmes for young people with a history of offending, thereby increasing their chances of securing and maintaining employment.

SUB-OBJECTIVE 3:

A comprehensive networking model to enhance the integrated networking and motivation activation competencies of specialists working with young people. An additional aim is to include the broader network of family and friends as equal partners.
